My advice would be to check with the Benign Essential Blepharospasm Foundation (BEBRF) in Texas and ask them. They are the experts on who is really in the know with this disorder and who is doing the research and who is showing the most interest.About a year ago, I met a woman here locally that had gone to one of the Mayo Clinics which also had an excellent reputation and she was very disappointed in their lack of knowledge regarding BEB. I don't have any personal knowledge of Will's Eye Hospital but there may be others that have been there for BEB.
